Appointment of Public Administration Managers by Public Tender or Trust

Public Administration Managers have the role of public policy promoters, and simultaneously manage the various sectors of the State as public servants. The starting point of this article is to perceive in which circumstances one must choose
either to appoint by trust or by means of a tender procedure. Although there are prerogatives that allow one or the other route of appointment, does one overlap the other? Also, how can this be a facilitator for the pursuit of Public Administration
purposes? The applied methodology is based on a qualitative approach, essentially centred on the research and analysis of articles. It is a descriptive and exploratory construct, aiming to characterize both ways for appointment of managers, i.e. by
tender, and by trust. Finally, the article shows that it is not totally inappropriate to choose the route of recruitment, as well as to use competition to make the most adequate appointment.
