One of the people management systems where merit is most visible is recruitment and selection. There has been an evolution of Portuguese Public Administration that determines the implementation of the Committee of Recruitment and Selection for the Public Administration (CReSAP). It ensures an exempt and merit-based selection of senior positions for the Portuguese Public Administration. In this context, this article describes the processes and specifies criteria used, contextualizing them in theoretical frameworks. The main problems and solutions inherent in the CReSAP System are also formulated. Although there are several
paradoxes which need to be handled, it is the system itself that will have to evolve and adapt gradually to the challenges that are related to the complexity of public administration. CReSAP is an important contribution to the development of merit culture management.
