With a privileged geographic situation at the confluence between three continents, Portugal has exceptional conditions to invest in the use of the sea as the basis for an internationalization strategy, allowing it to reshape its competitiveness. Using the logic of the Blue Ocean Strategy, Portugal will be able to detect and compete in alternative markets where there is less competition and
higher returns; the blue oceans, centred in the Atlantic. This strategy will also allow it to face the red oceans centred in the European Union, where it is still necessary to compete, doing so with differentiated competitive advantages. The blue ocean of Portugal is based on a cluster of the sea with unique attributes and difficult to
imitate, as well as on the attraction of economic and technological partnerships, and on the development of economic, military, diplomatic and psychosocial strategies. These converge to an adequate, acceptable strategy, supported by
a strategic culture of affirmation of the national interest, ensuring economic development and well-being for citizens, as well as strengthening sovereignty and economic security.
