This paper is an analysis of the rights emanating from the social public policies created within the service provided to homeless people in Brazil. The paper focuses on the city of Cuiabá, capital of the state of Mato Grosso. We look at the legal system that regulates these issues throughout the national territory. Our first aim is to have a full understanding of the rights of the homeless population. Then, following conversations with homeless people, visits to host institutions and informal interviews with state civil servants in Mato Grosso and Cuiabá municipality, we aim at identifying and indicating which of these rights are available and which are denied and/or neglected in the municipality of Cuiabá.
