This article aims to discuss the action of the social worker as a counselor in the council of public policy in the health area of the city of Franca (SP, Brazil). The text discusses the issue of social participation through social control exercised through the public policy councils, a right won since the approval of the Federal Constitution of 1988. It reflects on the dismantling of social rights and policies in Brazil, as well as on social control in the current conjuncture, with reference to the defense of public policies in the guaranty of rights.
