Abstract

This article is an exercise in the analysis of the rights of persons with disabilities in Brazil, using brazilian and international standards as a guide. Through bibliographic and documentary research, the study is divided into three parts.
First, a brief presentation on democracy and human rights is made according to authors such as Arendt, Bobbio, Bonavides, Dallari, Habermas, Losurdo, O’Donnell and Piovesan. Then, an analysis is carried out that seeks to understand the rights of people with disabilities. Are highlighted official texts that address the subject in a general way, encompassing the types of disabilities according to the UN Convention on the Rights of Persons with Disabilities. Finally, present a reflection of the study comparing official guidelines with the reality experienced by such people in Brazil. This initial study can be deepened in later works that deal with the equality of the rights in the society.
