The new public management and later reinventing government movement come with the same goal, the need for change. The implementation of both movements has given rise to organizations with distinct characteristics. Public-private partnerships (PPPs) in various sectors in general, including in the health sector, are an example. In the National Health System hospitals with distinct characteristics from the others arise, with an organizational complexity that “asks” to be analyzed. Using institutional theory and the organic metaphor, we sought to realize if, on the one hand the institutional theory explains the influence of the
partnership model adopted in Portugal for PPP hospitals, and on the other, the organic metaphor is a capable instrument of understanding how the hospital responds to the pressures exercised by the partnership model, based on a
management contract.
